Step-by-Step Guide to Filing GSTR-1 and GSTR-3B for Restaurants
रेस्टोरेंट व्यवसाय में GST compliance केवल GST invoice जारी करने तक सीमित नहीं है। नियमित GST taxpayer को अपनी taxable supplies, applicable tax liability, eligible input tax credit और अन्य आवश्यक विवरणों को सही तरीके से रिकॉर्ड करके संबंधित GST returns में report करना होता है।
रेस्टोरेंट के लिए GSTR-1 और GSTR-3B की filing करते समय sales data, invoices, credit/debit notes, applicable GST rate, payment records और eligible ITC को आपस में reconcile करना बहुत महत्वपूर्ण है।
इस guide में हम रेस्टोरेंट व्यवसाय के संदर्भ में GSTR-1 और GSTR-3B की भूमिका, तैयारी, filing process और common mistakes को सरल भाषा में समझेंगे।
महत्वपूर्ण: GST rates, return forms, tables, due dates और portal functionality समय-समय पर बदल सकते हैं। किसी particular tax period की filing करते समय GST Portal पर दिखाई गई current information और applicable notifications को अवश्य verify करें।
GSTR-1 और GSTR-3B में क्या अंतर है?
दोनों forms का उद्देश्य अलग है।

GSTR-1 में outward supplies की details report की जाती हैं। GST Portal की current filing guidance के अनुसार taxpayer Returns Dashboard से relevant financial year, quarter और period चुनकर GSTR-1 तैयार कर सकता है।
GSTR-3B एक summary return है जिसमें applicable outward supplies, tax liability और eligible input tax credit से संबंधित information report की जाती है।
रेस्टोरेंट के लिए सबसे पहले क्या तैयार करें?
Return filing शुरू करने से पहले महीने की accounting और GST records व्यवस्थित करना बेहतर है।
एक basic monthly checklist इस प्रकार हो सकती है:
- Sales register तैयार करें।
- GST invoices की जाँच करें।
- B2B और B2C sales को अलग-अलग identify करें।
- Credit notes और debit notes की जाँच करें।
- Applicable GST rates verify करें।
- Cash/card/UPI/online-platform sales को accounting records से reconcile करें।
- Restaurant aggregators या e-commerce operators से संबंधित transactions अलग से review करें।
- Purchase invoices और expense records collect करें।
- Eligible ITC की जाँच करें।
- GSTR-2B उपलब्ध होने पर उसे purchase records से reconcile करें।
- Previous-period amendments या pending transactions की जाँच करें।

Step 1: महीने की Sales Information तैयार करें
रेस्टोरेंट में sales कई माध्यमों से हो सकती हैं:
- Walk-in customers
- B2B/corporate customers
- Online orders
- E-commerce operators
- Food delivery platforms
- Events या catering
- अन्य applicable business channels
हर transaction को केवल payment mode के आधार पर classify नहीं करना चाहिए।
उदाहरण के लिए cash, credit card, UPI और online payment अलग-अलग payment methods हैं। GST reporting के लिए यह देखना जरूरी है कि underlying supply किस प्रकार की है और उसका applicable GST treatment क्या है।
Step 2: B2B और B2C transactions की पहचान करें
यदि restaurant ने किसी registered business को GSTIN के साथ valid tax invoice जारी किया है, तो applicable B2B reporting requirements को ध्यान में रखना होगा।
दूसरी ओर, सामान्य walk-in consumer sales सामान्यतः B2C transactions हो सकती हैं।
इसलिए month-end पर कम-से-कम ये तीन चीजें check करें:
- Customer का GSTIN
- Invoice details
- Supply का place और applicable tax treatment
गलत GSTIN या गलत invoice classification बाद में reconciliation और amendment की समस्या पैदा कर सकता है।
Step 3: GSTR-1 तैयार करें
GST Portal पर login करके:
Services → Returns → Returns Dashboard
पर जाएँ और relevant Financial Year तथा return period select करें।
GST Portal की current GSTR-1 guidance के अनुसार GSTR-1 को online prepare किया जा सकता है और applicable cases में offline utility से data upload करने की सुविधा भी उपलब्ध है।
इसके बाद applicable tables में outward supply information report करें।
GSTR-1 में किन बातों पर विशेष ध्यान दें?
रेस्टोरेंट के लिए कम-से-कम निम्न information की जाँच करें:
- B2B invoices
- Applicable B2C supplies

GST Portal filing process में records add/amend करने, summary generate करने और final summary verify करने के बाद filing की जाती है।
Step 4: GSTR-1 की Summary ध्यान से Verify करें
GSTR-1 को file करने से पहले केवल individual invoices देखना पर्याप्त नहीं है।
Summary में check करें:
- Total taxable value
- Total tax
- B2B figures
- B2C figures
- Credit/debit notes
- Amendments
- Relevant other tables
GST Portal की guidance के अनुसार summary generate करने के बाद consolidated summary को review किया जा सकता है और filing से पहले entered values को verify करना चाहिए।
इस चरण को जल्दबाजी में पूरा न करें।
एक बार return file हो जाने के बाद correction के लिए applicable amendment mechanism का उपयोग करना पड़ सकता है।
Step 5: GSTR-3B तैयार करें
GSTR-1 के बाद GSTR-3B को केवल एक automatic form समझकर file नहीं करना चाहिए।
GSTR-3B में दिखाई देने वाले figures को books और available GST data के साथ reconcile करें।
विशेष रूप से देखें:
- Outward taxable supplies
- Other applicable outward supplies
- Reverse charge, यदि applicable हो
- Eligible ITC
- Reversal of ITC, यदि applicable हो
- Tax payable
- Tax already paid/available balances
- Interest या late fee, यदि applicable हो
GST Portal पर GSTR-3B में कुछ information system-generated/auto-populated हो सकती है। इसलिए auto-populated figures को blindly accept करने के बजाय underlying records से verify करना चाहिए।
Step 6: ITC की जाँच करें
रेस्टोरेंट के लिए ITC का treatment business के applicable GST rate और specific legal conditions पर निर्भर कर सकता है।
इसलिए यह मान लेना सही नहीं है कि restaurant की हर purchase पर ITC automatically available है।
ITC review करते समय देखें:
- Supplier का GST invoice उपलब्ध है या नहीं
- Supply business के लिए है या नहीं
- Invoice सही GSTIN पर है या नहीं
- Supply वास्तव में प्राप्त हुई है या नहीं
- Applicable ITC restrictions क्या हैं
- GSTR-2B में relevant document दिखाई दे रहा है या नहीं
- Books में purchase properly recorded है या नहीं
GSTR-2B एक read-only ITC statement है और इसमें supplier द्वारा reported documents से संबंधित information आती है।
महत्वपूर्ण: केवल GSTR-2B में invoice दिखाई देने से हर परिस्थिति में ITC automatically eligible नहीं हो जाता। Eligibility को applicable GST provisions और business facts के आधार पर verify करना चाहिए।
Step 7: Restaurant Rate और ITC Treatment को अलग-अलग समझें
रेस्टोरेंट services के GST treatment में rate और ITC eligibility को एक ही बात नहीं समझना चाहिए।
किसी particular restaurant पर applicable GST rate इस बात पर निर्भर कर सकता है कि supply किस category में आती है और उस समय applicable notification/rate क्या है।
इसी प्रकार ITC availability भी applicable conditions पर निर्भर करती है।
इसलिए article पढ़कर किसी fixed rate को सभी restaurants पर लागू मानना उचित नहीं है।
Filing से पहले current GST rate और relevant notification verify करें।
Step 8: E-commerce और Food Delivery Transactions को अलग से Check करें
Online food delivery के कारण restaurant transactions में अतिरिक्त GST considerations हो सकते हैं।
कुछ specified services supplied through an Electronic Commerce Operator पर Section 9(5) के तहत tax liability का treatment अलग हो सकता है। GST Portal की guidance में restaurant services supplied through ECO को Section 9(5) के framework में शामिल किया गया है।
इसलिए restaurant को यह समझना चाहिए कि:
- कौन-सी supply directly restaurant ने की है
- कौन-सी supply ECO के माध्यम से हुई है
- Section 9(5) लागू है या नहीं
- कौन tax pay करने के लिए responsible है
- GSTR-3B में कौन-सी reporting applicable है
Online platform की हर transaction को automatically एक ही GST category में डालना सही नहीं है।
Step 9: GSTR-1 और GSTR-3B को Reconcile करें
Final filing से पहले एक simple reconciliation करें:
Books → Sales Register → GSTR-1 → GSTR-3B
इनके बीच unexplained difference नहीं होना चाहिए।
अगर difference है तो कारण identify करें।
Possible reasons:
- Missed invoice
- Wrong invoice amount
- Wrong GST rate
- Credit note
- Debit note
- Previous-period transaction
- Amendment
- E-commerce transaction
- RCM transaction

यह केवल एक working checklist है। Actual due dates taxpayer की filing frequency, turnover category, location और applicable notifications के अनुसार अलग हो सकती हैं।
GSTR-1 और GSTR-3B की Due Date कैसे Check करें?
पुरानी articles में अक्सर fixed dates जैसे “GSTR-1 हमेशा 11 तारीख” या “GSTR-3B हमेशा 20 तारीख” लिखी मिलती हैं।
ऐसा universal rule मानना उचित नहीं है।
Taxpayer की filing frequency और applicable scheme के अनुसार due date बदल सकती है। उदाहरण के लिए QRMP taxpayers के लिए quarterly filing की अलग timeline हो सकती है। GST Portal की QRMP guidance quarterly GSTR-1 और GSTR-3B के लिए अलग due-date framework बताती है।
इसलिए filing से पहले:

पर जाकर उस particular tax period की displayed due date check करें।
GSTR-1A का क्या महत्व है?
कुछ circumstances में GSTR-1 में reported information में amendment/addition की आवश्यकता हो सकती है।
GST Portal की GSTR-1A guidance के अनुसार यह optional facility है और applicable period में GSTR-1 तथा GSTR-3B के बीच correction/addition के लिए उपयोग की जा सकती है।
इसलिए यदि GSTR-1 file करने के बाद कोई mistake या omission दिखाई दे, तो available correction mechanism को current GST Portal guidance के अनुसार check करना चाहिए।
Nil Return के बारे में सावधानी
यदि किसी महीने restaurant ने कोई sales नहीं की, तो यह जरूरी नहीं कि केवल sales zero होने से GSTR-3B automatically Nil return हो।
GST Portal के अनुसार Nil GSTR-3B के लिए specific conditions पूरी होनी चाहिए, जिनमें outward supply, inward supply, relevant auto-populated data, manual entries और outstanding interest/late fee से संबंधित conditions शामिल हैं।
इसलिए Nil return file करने से पहले portal की eligibility conditions check करें।
Restaurant GST Filing में Common Mistakes
1. सभी sales को एक ही category में डालना
B2B, B2C और e-commerce transactions की applicable reporting अलग हो सकती है।
2. GST rate verify न करना
पुरानी rate table देखकर current period की filing नहीं करनी चाहिए।
3. Customer GSTIN गलत डालना
B2B invoice में GSTIN की accuracy महत्वपूर्ण है।
4. Credit notes भूल जाना
Sales return या price adjustment से संबंधित credit notes को proper records के साथ reconcile करें।
5. GSTR-2B को ही ITC का अंतिम प्रमाण मान लेना
GSTR-2B reconciliation में मदद करता है, लेकिन ITC eligibility applicable legal conditions पर निर्भर करती है।
6. GSTR-1 और GSTR-3B में mismatch
Sales register और दोनों returns को filing से पहले reconcile करें।
7. Online food delivery transactions को ignore करना
E-commerce transactions के लिए applicable GST treatment अलग हो सकता है।
8. Previous-period transactions को पहचान न पाना
पुराने invoices या amendments current return में report होने पर proper reconciliation करें।
9. Due date को पुराने article से copy करना
Current GST Portal पर displayed due date verify करें।
10. Filing के बाद records सुरक्षित न रखना
